Of 133,495 searches, only 34,288 (25.7%) include a case number. The remaining 74.3% have no case number on file. Unlike other agencies whose records include at least some reasons (even if counting “investigation” or “inv”), San Jose provides no reason for any search across the entire five-month period.
The PRAR response
SJPD produced the records on December 10, 2025, signed by Chief of Police Paul Joseph. The department cited California Government Code §7923.600, characterizing withheld records as “records of investigation” exempt from public disclosure. Undercover officer names were cited under §7923.600(a).
The letter does not identify which specific fields were withheld or explain why each redaction applied — it attaches the redacted files and cites the exemption without elaboration.

To justify its categorical redactions, San Jose also cites Government Code §7922.000, which states the agency must justify withholding “on the facts of the particular case.”
