What this shows
The video shows a timeline of agencies by the first Flock search seen in log files on haveibeenflocked.com. Each point marks the first search for a particular agency. These are not individual cameras (you can find those on the DeFlock map).
This information is limited by the log files available, which contain activity from December 2021 to approximately April 2025. Agencies with searches entirely outside that window, or that never showed in a released log (e.g., most commercial and HOA Flock users), are not on the map.
The tip of the surveillance iceberg
This animation depicts 5,796 agencies. Flock describes its reach as:
- “more than 12,000 customers, including neighborhoods, cities, towns, counties, and business partners”
- “more than 120,000 cameras across 49 states”
- “more than 6,000 agencies and hundreds of thousands of authorized users”
- “140,000+ monthly active users use Flock for lawful investigations”
- “Over 8+ years and across 6,000+ agencies”
However you count it, the 5,800 agencies in these videos are only the tip of the surveillance iceberg.
